This occurs if you use tweaks that just disable the antivirus services without actually disabling the core! This can also occur from windows corruption in which case we recommend a factory reset. Here's the fix, download this file. Then extract it and run the file inside of it as administrator. Keep in mind you NEED to extract it from the compressed folder and run as administrator. Let it load until it automatically closes and restart your pc. In most cases it will fix the issue but if it doesn't fix your issue, your windows is too far gone and you need to factory reset.
